Dr. Shivalingayya has held several important positions in the field of education, including the post of Vice Chancellor at Karnataka State Open University and KSOU, Mysore, Registrar at Tumkur University, and Chairman of the Department of Library and Information Science at Mangalore University. During his tenure as Vice Chancellor at Karnataka State Open University, Dr. Shivalingayya addressed several serious issues, including the derecognition of all courses by UGC with effect from 2013-14, non-framing of primary Ordinances and Statutes, and other administrative-related issues. He prepared a plan of action to resolve these issues and successfully obtained recognition for several courses by the UGC.

Dr. Shivalingayya is an experienced academic administrator with a strong track record of implementing effective policies and systems in higher education institutions. He has served in various leadership roles, including Deputy Registrar/Special Officer at Mangalore University, Registrar at Tumkur University, and Vice-Chancellor at Karnataka State Open University. Throughout his career, Dr. Shivalingayya has been at the forefront of implementing technology-based solutions to improve administrative processes and enhance the learning experience for students. He has introduced innovative reforms such as counseling systems for admission approvals, skill development programs, and computerized administrative procedures. Under his leadership, Tumkur University completed the NAAC re-accreditation process of constituent colleges and accreditation process of the University.

Dr. Shivalingayya’s commitment to innovation has also led him to introduce new technologies for the evaluation of Ph.D. theses and the maintenance of examination confidentiality. His efforts have resulted in the implementation of tamper-proof and waterproof ‘TRUBIT Technology’ for convocation certificates and the successful reduction of procedural delays in attending to student grievances.

In addition to his technological innovations, Dr. Shivalingayya has been recognized for his ability to streamline administrative procedures and introduce system-based reforms. He has also been effective in handling RTI applications as a Public Information Officer and has led efforts to introduce Online Examination as the Chairman of the Committee.

Dr. Shivalingayya’s contribution to academia has been extensive, including the successful implementation of PhD Regulations as per UGC standards, the creation of academic and administrative support services, and the introduction of innovative curriculum design and development. He has also initiated several skill development programs under the Modular Employability Skills Programme of Directorate General of Employment and Training (DGET), Govt. of India. He has served in several important positions in Mangalore University, including the Coordinator of the UGC NET Examination, Chairman of the University Profile Committee, and Chairman of the Internal Sports Advisory Committee. He has also been a member of various committees and councils of Mangalore University, as well as other universities in Karnataka.

Dr. Shivalingayya has also been actively involved in professional and academic bodies, including the Indian Association of Teachers of Library and Information Science, Indian Association of Special Libraries and Information Centers, and Karnataka Library Association. He has chaired several boards of examinations and studies of different universities and has been recognized with numerous awards, including the Rashtriya Gaurav Award and the Best Citizens of India Award.

He has successfully guided six Ph.D. students and currently supervising two ongoing Ph.D. researches and one M.Phil. research. He has also authored one book, published 70 research papers, and edited 46 books, and served as an editor-in-chief for five publications. Dr. Shivalingayya has organized and participated in several national and international conferences, seminars, and workshops. In addition to his contributions to academia, Dr. Shivalingayya has also traveled to several foreign countries, including Japan, Thailand, Malaysia, Sri Lanka, and Dubai, where he has shared his expertise and knowledge with scholars and researchers from different parts of the world.
